Responsible to: Service Manager, Housing & Support

Responsible for: Development Staff on Site

Main Purpose of Job:      
To manage the Supported Housing development in order to ensure that all service users can enjoy a secure and comfortable environment in which support services are delivered in accordance with services user’s assessed needs.

Main Duties and Responsibilities

  1. Property
    1. To ensure that the property is maintained to a high standard both materially and in respect of cleanliness and to liaise with the Property Department over any defects or work to be undertaken.
    2. To monitor development equipment and to test it as directed (e.g. fire alarm, warden call equipment, door entry system, lifts etc)
    3. To receive reports of defects from the tenants, service users and staff and to deal with them.
    4. To ensure tenants know how to operate all equipment provided by Trust.
  2. Security
    1. To monitor and to maintain development security
    2. To report any incidents relating to security to appropriate body (i.e. Property Department and/or Police).
    3. To contact and visit tenants on a regular basis to ensure the security and safety of all flats.
    4. To explain to tenants how to operate the door entry system and the importance of being security conscious.
  3. Rent & Benefits
    1. To offer advice and assistance to tenants in regards the payment of rent.

    2. To offer advice and assistance to tenants on how to claim Housing and other Benefits
    3. To offer advice and assistance to tenants on their contract with Supporting People and how to pay for their assessed support services.
  4. Communal Facilities
    1. To manage the communal facilities to ensure that they are used in accordance with Trust’s Policy.
    2. To arrange and supervise the cleaning of communal areas and other areas as appropriate.
    3. To demonstrate the usage of shared facilities (eg. laundry, assisted bathroom etc) to tenants.
  5. Tenancy Issues and Tenant Relations
    1. To offer advice and assistance to tenants in making the best use of their home.
    2. To promote good relations among tenants by fostering community spirit.
    3. To ensure the maintenance of confidentiality at all times in respect of matters pertaining to tenants and the Association.
    4. To ensure that new tenants are signed-up to their tenancy agreement.
  6. Tenant Support
    1. Prior to service users taking up a tenancy, to be involved in the assessment of support and care and in the allocation procedure.
    2. To recognise and identify the support needs of tenants and refer these to the appropriate agencies, so that assessments can be reviewed.
    3. To participate, where appropriate, in the assessment and planning of support packages for tenants.
    4. To contribute to the maintenance of individual support plans and reviews as appropriate in full consultation with the tenant and other agencies.
  7. Emergency Calls
    1. To respond to emergency calls as appropriate by providing or summoning such assistance as is required.
  8. Meals
    1. To plan menus in consultation with the cook, taking into account service users’ dietary needs.
    2. To oversee the kitchen budget.
    3. To ensure adherence to the development’s Food Safety Risk Analysis (HACCP).
  9. Administration
    1. To maintain appropriate property, tenant and financial records in accordance with Trust’s procedures.
    2. To manage and supervise the work of all development staff, including establishing rotas and suitable shift patterns and ensuring that cover is provided for all shifts.  Any fundamental permanent changes to the rota must be agreed in advance with the line manager.
    3. To be involved in the recruitment of development staff and to organise appropriate induction training.
    4. To ensure and achieve appropriate staffing levels at all times.  This includes the recruitment and training of bank staff.
    5. To provide and/or arrange suitable on going training, supervision and appraisal for development staff.
    6. To maintain a daily diary on events in the development.
    7. To establish and maintain effective day to day staff communication systems.
    8. To liaise with the personnel in Trust’s different departments regularly in accordance with the Association’s procedures.
    9. To liaise, as and when necessary, with appropriate external organisations eg.  Local Authority, Medical Services etc.
    10. To submit monthly wage variation sheets to the Association’s finance department.
  10. Finance
    1. To be accountable for the appropriate sections of the development’s budget.
    2. To maintain appropriate records of the disbursement of petty cash.
    3. To make regular monthly financial returns to the Finance Section for both expenditure and receipt of cash.
    4. To be a signatory to the development’s account at the local bank.
  11. General
    1. To undergo training considered appropriate to the post.
    2. To undertake any other relevant duties as are considered appropriate to the post.
