Local Representatives

Purpose of the Post

  1. To provide management support and supervision to development based staff in supported, very sheltered, sheltered and amenity housing.
  2. To provide a housing management service to tenants in supported, very sheltered, sheltered, amenity, general needs, shared ownership and owner occupied housing.

Main Duties

  1. To provide support, supervision and induction training to Co-ordinators and Local Representatives, principally through a regular visiting schedule and appraisals. To ensure the provision of support, supervision and induction training to other development based staff via the Co-ordinator.
  2. To provide line management support to other development based staff in the absence of the Co-ordinator.
  3. To be the named Manager for Housing Support Services as per the Regulation of Care (Scotland) Act 2001 and to ensure the adequate delivery of Housing Support Services.
  4. To visit developments at the agreed frequency and to monitor the general running of developments, to ensure that acceptable standards are being met and that there is a culture of continuous improvement.
  5. To ensure the provision of adequate site cover.
  6. To provide a housing management service to all tenants including conditions of tenancy, allocations and estate management through regular site visits, along with the maintenance of associated manual/computerised records. Some involvement in rent account management will be required.
  7. To work closely with Housing Assistants to ensure the efficient allocation of vacant properties and to make final allocation decisions.
  8. To recruit Co-ordinators and arrange their induction training. To assist in the recruitment of development based staff and oversee their induction training.
  9. To develop, liaise with and maintain working relationships with other housing providers, Supporting People and Social Work departments, other Council departments, statutory/voluntary agencies as required and the Care Commission.
  10. To contribute to the development of departmental policies and procedures.
  11. To liaise with colleagues in other departments on matters of mutual interest.
  12. To assist the Housing Operations Manager and the Head of Housing Services with associated management functions.
  13. To assist in the development and implementation of new forms of housing support within the Association’s stock.
  14. To represent the Housing Operations Manager and the Head of Housing Services at meetings where required and to report back on findings and issues.
  15. To progress and monitor expenditure on equipment and to work in liaison with Property Services on provision for replacement expenditure.
  16. Any other duties of a similar nature, which may be required from time to time.
