CARE COMMISSION REPORTS

The Regulation of Care ( Scotland ) Act 2001 created the Care Commission and a partner organisation called the Scottish Social Services Council. The Act sets out key duties for the Care Commission and the Council. The Care Commission regulates care services in Scotland and works to improve to improve the quality of these care services. The Scottish Social Services Council regulates the social care workforce. Care services also includes housing support services.

“ Regulation ” under the Act means the Care Commission must :

  1. Register: The Care Commission by law, must ensure the care service is of an acceptable quality before it can be registered and open for business.

  2. Inspect: The purpose of inspection is to :
    • find out what works well in care services
    • provide public information about the quality of care services locally and nationally
    • protect people who use care services by identifying problems and asking for action to be taken.

  3. Deal with complaint: The Care Commission has a system for dealing with any complaint about regulated care services from people using the service, their relatives, carers and staff.

  4. Enforce: The Care Commission can use enforcement action to insist a service makes changes to improve the quality of the care.Regulation is based upon National Care Standards that have been approved by the government. The standards focus on the quality of care that people can expect to experience when using a care service. Care Service providers are expected to meet these standards.

Trust has been registered with the Care Commission as a provider of Housing Support Services since April 2004.

For the purpose of Registration and annual inspections Trust’s developments are divided into Branches. Annual inspections focus on each Branch and specific national care standards. An inspecting officer will visit the main office and some of the developments within a Branch, to examine our policies and records that relate to specific standards. The officer will also seek the views of service users, staff and other interested parties on our performance.

After each inspection the Care Commission issue a report on its findings and may issue requirements and recommendations. A requirement is an action which the Trust must complete. A recommendation is for Trust to consider as a way of improving a part of the service. All Care Commission inspection reports are public documents and copies are available in each development. The following list details the Branches and the developments assigned to each Branch.
